Mr. BERNARD has held numerous and
diversified positions, namely:
Ø
Senior Adviser at the Québec
Ministry of International Relations for18 years;
Ø
Field Manager in Rwanda of a major
human resources development project ($10 M) for a Québec NGO
(1991-1993);
Ø
Representative of the Government of
Québec in Abidjan, Côte d’Ivoire (1985-1988);
Ø
Executive Secretary for Québec at
the Federal Anti-Inflation Board (1975-1978);
Ø
Liaison Officer of the Canadian
International Development Agency (CIDA) in Madagascar (1970 to 1975);
Ø
Educator in the USA, in Québec and
in Africa.
As a diplomat, Mr. BERNARD has
carried out four long-term assignments abroad totaling 15 years, 10 of
which were spent in Africa.
He has visited over 30 countries on technical feasibility,
implementation, follow-up, evaluation, courtesy or other missions that
frequently involved delicate negotiations and reaching consensus.
In this context, Mr. BERNARD
contributed to drawing up the Politique
des droits de scolarité majorés pour étudiants étrangers (Policy
on Raising Tuition Fees for Foreign Students) and to the official
reception and monitoring of foreign students (3000) for the Government of
Québec.
He also contributed to the orientation document on vocational training
for l’Agence de la Francophonie and drafted the Mémoire
pour le regroupement des écoles de pêche de la Francophonie
(Memorandum on Regrouping the Francophonie Fisheries Schools).
In 1996, Mr. BERNARD founded his own
private consulting firm in international relations prior to setting up
the Québec Education Agency.
Mr. BERNARD holds a Master of Arts
degree (University of Wisconsin (USA), 1967), a Bachelor’s degree in
Education (Université de Montréal (Québec), 1962) and a Bachelor of
Arts degree (Université Laval (Québec), 1961).
